    Dear All,

    To alleviate any confusion with the use of telehandlers on the project and the licensing requirements from SafeWork NSW I am writing to you to explain the requirement.

    Operator licenses

    If a telehandler has a capacity greater than three tonne and is configured as a crane (introduction and use of a jib attachment), you must have a high-risk work licence – non slewing crane (CN class) or a slewing mobile crane license to operate.

    If a telehandler has a capacity less than three tonne, you must be trained and competent in operating the telehandler and attachments (Gold Card and jib attachment training module).

    To use a slewing telehandler, with a slewing limit greater than five degrees, you must have a high-risk crane license – C0, C1, C2 or C6.

    If a telehandler is used as a work platform, with a boom length of 11 metres or more, you must have a high-risk work licence – elevated work platform (WP class). If the boom is less than 11 metres, you must be trained and competent in operating the telehandler and attachments) – Gold Card & Yellow Card.

    A qualified Dogman or Rigger is the only person that can attach and disconnect a load from the hook attached to the Jib attachment – No exceptions.

    Moving forward, RCC requires that all 4 tonne telehandler operators must have a HRWL Minimum CN. Without this licence, use of a telehandler exceeding a 3 tonne capacity will not be permitted on site irrespective of whether a jib attachment is being used or not. This level of control is being implemented in order to ensure that any risk of incorrect jib attachment use does not occur.

    If your telehandler can be de-rated by the manufacturer please show evidence that this has been undertaken with a certificate of calibration from the manufacturer showing this has been completed before allowing it to be operated on the project.
